Rugar was born in May 2009 and was found as a stray in Lucas County.  He came to Animal Lifeline because he is deaf.  He is a very smart dog and is happy to be here but would like a family or person that will adopt him and teach him all his "hand signals".  We are teaching him a few and he is a quick learner.  He is a high energy dog that requires lots of exercise and cannot be placed in a home with cats or other small furry friends. Stop out and meet this special, happy and active guy!.
